The Public Authority for Manpower (PAM) announced that, starting June 1 and running through August 31, all outdoor work will be prohibited from 11am to 4pm. The measure, part of Administrative Resolution No. 535/2015, is meant to reduce the risk of heat-related illnesses among laborers, especially those working in construction and other outdoor jobs.

Strict Enforcement and Surprise Inspections

PAM is taking enforcement seriously this year. Inspection teams will carry out unannounced site visits to ensure that companies are following the rules. Employers found violating the ban will face legal consequences, PAM confirmed.

This move is not about cutting down work hours but rather about ensuring worker safety during the hottest part of the day. Projects are still expected to stay on track, with companies encouraged to shift schedules to cooler hours.

Awareness Campaign Kicks Off in May

To raise awareness, PAM will launch a multilingual social media campaign in early May under the slogan: “Their Safety is Most Important.” The campaign aims to educate both employers and workers on why the midday break is critical and how to adjust schedules accordingly.

Strong Track Record of Compliance

According to PAM, most companies have complied with the rule in past years. They’re now urging all employers to continue cooperating and prioritize worker health as the summer heat intensifies.

With temperatures in Kuwait often soaring past 50°C in the summer, this midday break is more than just a regulation, it’s a lifesaving measure.
