Gabriel P. Calixto, the man accused of fatally stabbing Illinois activist Emma Shafer in 2023, was apprehended in Mexico months after U.S. Homeland Security Secretary Kristi Noem stirred controversy by asserting the suspect was "probably in the state." Calixto, 27, faces multiple charges including three counts of first-degree murder and one count of aggravated domestic battery, according to announcements from Springfield Police, the Sangamon County State’s Attorney’s Office, and the U.S. Marshals Service.

Calixto, originally from Mexico and brought to the U.S. as a child, lost his legal status due to a prior felony conviction. After Shafer’s death was linked to him, he was indicted by a Sangamon County grand jury but evaded authorities. The recent arrest in Mexico marks a significant development as he is expected to face extradition proceedings to return to Illinois and stand trial.

The Case of Emma Shafer

Emma Shafer, 24, was an active and well-known community advocate in Springfield, Illinois, championing immigrant rights, environmental causes, and local planning efforts. Her life was tragically cut short on July 11, 2023, when she was found fatally stabbed in her apartment on South Eighth Street. Shafer’s murder resonated widely, touching the hearts of many who admired her dedication to social causes.

Kristi Noem’s Controversial Comments

In May 2025, Noem visited Springfield, standing outside Shafer’s apartment and linking the murder to the state’s sanctuary policies for immigrants. She stated, “She lost her life to an illegal alien that’s still out at large, probably in the state, we can’t confirm that,” despite local police stating there was no reason to believe Calixto remained in the U.S. Noem’s comments drew criticism from Shafer’s family, who accused her of politicizing their daughter’s death for a “heartless political agenda.” They emphasized that Emma stood for inclusion and supported all members of the community, including immigrants.

The arrest has brought some relief to a grieving community seeking justice, though details about the timing and location of Calixto’s capture have not been made public. No court dates have been scheduled yet as authorities prepare for the complex extradition and prosecution process.

Broader Immigration Policy Debates

Calixto’s case has been thrust into the national spotlight amid ongoing debates about immigration policies and sanctuary laws. Noem’s outspoken stance has fueled political discourse, calling for the termination of sanctuary policies in Illinois. These discussions continue to polarize opinions and affect legislative actions within the state and nationwide.
