Bong Revilla Voluntarily Surrenders Following Arrest Warrant in Flood Control Scam

Former senator Ramon “Bong” Revilla Jr. voluntarily surrendered on Monday night after the Sandiganbayan issued a warrant of arrest against him over alleged involvement in a PHP92.8 million ghost flood control project.

Accompanied by his wife and children, Revilla arrived at the PNP National Headquarters in Camp Crame, where he was formally served the warrant by the Criminal Investigation and Detection Group (CIDG).

Booking and Protocol

Revilla underwent standard booking procedures, including documentation and medical examination, all conducted according to official rules and protocols.

The Philippine National Police confirmed he was briefed on the charges and his constitutional rights upon arrival.

The Case Against Revilla

The Office of the Ombudsman filed malversation and graft charges on January 16 against Revilla and several former DPWH engineers allegedly involved in receiving kickbacks for flood control projects in Pandi, Bulacan.

A hold departure order has also been issued against Revilla and his co-accused:

  • DPWH Bulacan engineers: Brice Hernandez, Jaypee Mendoza, Arjay Domasig, Emelita Juat

  • DPWH personnel: Juanito Mendoza, Christina Pineda

The project in question was awarded in March 2024, while Revilla was still serving as senator.

Allegations of Kickbacks

DPWH Undersecretary Roberto Bernardo, a state witness under the DOJ Witness Protection Program, claimed that PHP125 million was delivered to Revilla’s residence in 2024, followed by PHP250 million before the 2025 elections, in exchange for facilitating flood control projects.

Revilla has denied all allegations.
