Kuwait: All Employees Must Submit Academic Certificates Under New Directive

Kuwait’s Ministry of Interior has issued a directive requiring all ministry employees to submit their academic qualification certificates immediately as part of a broader effort to standardise and verify staff educational records.

The official circular, obtained by local media, instructs departments within the ministry to furnish the Financial, Administrative, and Maintenance Services Department with academic credentials for all employees. The initiative aims to ensure accuracy and compliance with qualification verification protocols throughout the interior ministry workforce.

What Employees Must Submit

Under the directive, submission requirements are tailored to the employee’s level of education:

  • University graduates must provide their degree certificate and academic transcript.
  • Applied education programme graduates are required to submit the same documentation.
  • Foreign degree holders must include their certificate, transcript and a recommendation letter.
  • High school graduates must submit only their diploma.

Officials say the requirements are designed to update administrative records and support ongoing government efforts to authenticate and manage workforce qualifications.

Broader Verification Efforts

The move aligns with larger national initiatives to verify academic credentials across both public and private sectors. In late 2025, a Cabinet-appointed committee began reviewing academic certificates of employees throughout Kuwait, emphasising cooperation between the Civil Service Commission, the Ministry of Higher Education, and the Public Authority for Manpower.

Authorities have warned that failure to comply with submission directives could lead to administrative consequences, and Kuwait continues to build systems to authenticate and audit qualifications more efficiently.

The latest requirement reflects Kuwait’s commitment to strengthening workforce integrity, preventing credential fraud and ensuring that government employee records are complete and up to date.
